The Send Equipment for National Defense Act, sponsored by Texas Representative Ted Poe, would "require that 10 percent of certain equipment returned from Iraq—like Humvees, night-vision equipment and unmanned aerial surveillance craft—be made available to state and local agencies for border-security operations."

Poe denies that this would militarize the border, as reported by the New York Times; but John Cook, mayor of the border city of El Paso, strongly disagrees, suggesting that only "a whole lot of ignorance" could inspire the plan. Cook points out that "moving war zone equipment to the border would send the wrong signal to Mexico and potentially damage the robust symbiotic economic relationship between the two countries."

This comes at the same time that Miller-McCune warns that "armed police drones"—or weaponized UAVs—might soon be flying through a sky near you. While Miller-McCune focuses specifically on the sheriff of Montgomery County, Texas, it's worth pointing out that so-called Leptron Avengers—"battery-operated helicopters designed to take high-resolution video and photos and that can be equipped with night-vision cameras or thermal-imaging equipment"—have also been requested by the Texas city of Arlington, perhaps making Texas—alongside such places as Syria, North Korea, and China—the go-to site today for witnessing civilian adaptations of military surveillance technology. Federal, state and local officials are joining to better protect the Port of Virginia.

U.S. Immigration and Customs Enforcement, U.S. Customs and Border Protection, the U.S. Coast Guard and the Virginia Port Authority are announcing a new partnership with state and local officials on Wednesday to enhance security at the port.

The Norfolk Border Enforcement Security Task Force will be the 22nd such partnership in the U.S. and Mexico.

The teams are designed to increase information sharing and collaboration among agencies tasked with protecting borders and ports.

On DAY EIGHTEEN, we will focus our prayers on maintaining a relationship of peace, harmony, and goodwill between our two nations.

BRIEF: While the U.S. is involved on fronts both in the Middle East and North Africa, as well as domestic budget issues, it is very important that immigration reform not be put to the side in the midst of all the turmoil. The summit between President Barack Obama and Mexican President Felipe Calderón in early March focused on the essential needs of two neighbors. Jesus said we are to be good neighbors. As stated at the beginning of this prayer guide, even the fundamental treaties between our nations include the biblical language to not only live at peace with each other, but to actively work on behalf of each other in mutually beneficial ways. Almighty God wants to lead us into a powerful alliance of mutual support and prosperity while keeping our unique sovereign identities.

The immigration issue is very complex with numerous legal, economic, cultural and political factions. There are more than 150 years of conflict, covenant breaking, blood spilling and all manner of illegal activity that magnifies and complicates the issues. As a result there is much misunderstanding and prejudice.

Identificational Repentance:

Let us stand in the gap for our respective nation and ask God to forgive us for our sins again one another.

NACO, Ariz. — Drug smugglers used a catapult to fire contraband over the border between Mexico and Arizona, authorities said Wednesday.

National Guard troops operating a remote video surveillance system on Friday evening saw several people using the device beside a border fence near the town of Naco, and Border Patrol agents contacted Mexican authorities, NBC station KVOA of Tucson reported, citing U.S. Customs and Border Protection.

A few weeks ago a friend called to ask Carol and me to join in praying about a kidnapping situation in northern Mexico very close to the U.S. border. Our friend is in relationship with a large ministry in one of the cities near the border. On the day of the phone call, a leadership meeting had just concluded and as the participants were leaving, two black SUV’s pulled up and machine gun-toting men jumped out. The gunmen grabbed one of the children of the staff leaders, pushed him into the SUV, and sped off. A short time later one of the kidnappers called the ministry office and demanded $180,000 before sundown or they were going to kill the child.

This week's blog is a testimony of the effectiveness of prayer and the way we are taught to pray in Scripture.

Mexico says 11 suspected cartel members killed in battle

MEXICO CITY — Mexico's Defense Department said 11 suspected drug-cartel gunmen have been killed in a battle with troops near the border with Texas.

A statement issued Thursday by the department said all the slain are thought to have been members of the Zetas drug gang. No soldiers were hurt in the shootout, which occurred Wednesday afternoon.

Mexican federal police arrested the suspected leader of a cell of the Sinaloa drug cartel in Chihuahua state earlier this week, officials said.

Edgar Camacho Mendoza, nicknamed "El Dorado," is accused of smuggling drugs to the United States, killing rivals, extortion and auto thefts in the cities of Parral and Jimenez in Chihuahua.

After a car was stopped Monday on the Chihuahua City-Cuauhtémoc highway, Camacho allegedly pulled a rifle on federal officers and ran but was captured nearby, officials said. Police also arrested three other people in the car, which was reported stolen.

Authorities said Camacho, 31, allegedly works for Noel Salgueiro Nevarez, aka "El Flaco Salgueiro," the reputed leader of the Sinaloa cartel's Gente Nueva in Chihuahua.

Followers of Santa Muerte adorn a skeleton as a symbol of their reverence.

“For our struggle is not against flesh and blood, but against the rulers, against the authorities, against the powers of this dark world and against the spiritual forces of evil in the heavenly realms.” (Eph. 6:12)

With more than 28,000 people killed in drug violence since Mexican President Felipe Calderon began his fight against organized crime in late 2006, there may be more to criminal incidents on the border than first meets the eye. An article put out by the Foreign Military Studies Office of Fort Leavenworth, KS suggests that the turbulent climate along the U.S.-Mexico border may be linked, at least in part, to the “patron saint” of death, crime and revenge – La Santa Muerte. According to this study, difficulties along the border have a definite spiritual dimension and are often rooted in Satanism.

Endorsing drug trafficking and gang violence, this rapidly spreading cult (the Cult of Holy Death) has a belief system that has become more organized in recent years. Best described as “a set of ritual practices offered on behalf of a supernatural personification of death” (represented by a skeleton) followers of Santa Muerte are people whose lives are touched, if not completely motivated by crime. They identify themselves as living “between the legal and the illegal,” and criminals call upon Santa Muerte for protection, power and blessing – even while committing crimes.

Based largely in Mexico City, the cult is associated with at least two major criminal groups – the Gulf Cartel and the notorious Latin American gang, Mara Salvatrucha (MS-13), which continues to spread to U.S. communities including neighborhoods just outside Washington, D.C. Often the incentive to commit crime or increase the scale and violence of the crime stems from a belief that Santa Muerte will bless and reward these efforts.

Just across the border from Laredo, TX, where Interstate 35 connects Central and North America, a shrine to Santa Muerte decorates the roadside with dedications and thanksgiving offerings left there by smugglers and illegal migrants.

Gov. Perry: Feds Must Secure Borders, Deal With Illegals Already Here

Texas Republican Gov. Rick Perry describes the federal government’s commitment to securing the U.S. border with Mexico as “lacking and almost nonexistent." During a breakfast roundtable with reporters on Monday in Washington, D.C., he told Newsmax that he favors a two-pronged approach to immigration reform: border security first; then dealing with the millions of illegal immigrants who are already in the United States.

Perry was in the nation’s capital to promote his new book, "Fed Up! Our Fight to Save America from Washington." With a foreword written by former House Speaker Newt Gingrich, the book makes the case for returning power to the states and to the American people through a constitutionally limited federal government.

The Constitution clearly does give some responsibilities to the federal government, Perry told Newsmax, adding: “Securing our borders is something they [the federal government] must do . . . Americans want to see that border secured and drug cartels pushed off that border.

“Then we can have a conversation about how we reform the immigration policies . . . I don't think the American people trust Congress to do them."

Perry, who was just elected to an unprecedented third term as Texas governor, said the midterm elections were all about spending and sending a message to Democrats and President Barack Obama that “You’re spending too much money on programs we don’t want. The healthcare bill, I would suggest, is ‘Exhibit A’ — a program that costs too much money.

“Do they [the Democrats] want to have a conversation about how to make healthcare more accessible and more affordable, yes? That bill was not it.”

On taxes and the struggling economy, Perry said he believes that the government should “cut the taxes. You cut the regulations, and you let the free market again become a very powerful engine of economic growth.”

The Bush tax cuts, which expire at the end of the year, should be made permanent, he said.

Perry served as lieutenant governor of Texas under George W. Bush for two years and took over as governor a decade ago when Bush resigned to become president in 2000.

Will Perry follow in Bush’s footsteps and run for president, perhaps in 2012? Perry told reporters at Monday’s breakfast that he wanted to clear up a recent reference he made in which he said he didn’t know what he was going to be doing in four years.

"The Lord may have a different game plan for me. My point was I may not be alive in four years,” Perry said, insisting, “My plan is to be alive, and I plan on being the governor of the state of Texas.”

20-year-old woman becomes top cop in violent Mexican municipality

She says she stepped up because she is tired of people living in fear

(CNN) -- Some headlines are hailing her as the bravest woman in Mexico. Marisol Valles Garcia, all of 20 years old, says she's just tired of everyone being afraid.

Valles Garcia, a criminology student, became the police chief this week of Praxedis G. Guerrero, one of the most violent municipalities in the border state of Chihuahua. She was the only person who accepted the top job in a police force whose officers have been abducted and even killed.

"Yes, there is fear," Valles Garcia said Wednesday in an interview with CNN en Español. "It's like all human beings. There will always be fear, but what we want to achieve in our municipality is tranquility and security."

There's good reason for the fear. Just this past weekend, a 59-year-old local mayor, Rito Grado Serrano, and his 37-year-old son, Rogoberto Grado Villa, were killed in a house in which they they were hiding in nearby Ciudad Juarez. Another area mayor was killed in June.

Juarez is the bloodiest city in Mexico, with a reported 2,500 people killed in drug violence this year. Praxedis G. Guerrero is located about 35 miles southeast of Ciudad Juarez. Both are in the state of Chihuahua, which borders Texas.

Nationwide, the federal government says, more than 28,000 people have lost their lives since Mexican President Felipe Calderon declared war on the drug cartels after taking office in December 2006.

Valles Garcia sees a non-violent role for her 13-member force, which will be mostly female and unarmed.

"The weapons we have are principles and values, which are the best weapons for prevention," she told CNN en Español. "Our work will be pure prevention. We are not going to be doing anything else other than prevention."

Valles Garcia said she aims to establish programs in neighborhoods and schools, to win back security in public spaces and to foster greater cooperation among neighbors so they can form watch committees.

She has recruited three other women to join the force in the small municipality of 8,500 people, the government-run Notimex news agency said this week.

Valles Garcia said Wednesday she gladly accepted when Mayor Jose Luis Guerrero offered her the job. The first couple of days have gone smoothly, she said.

"Truthfully, we have been very tranquil," she said. "The people have received us very well. They have even supported us. They say it's a great project and they will be with us 100 percent."

Still, the notion of a largely female police force being helmed by a woman -- and a young one at that -- does not seem to sit well with some people in a country that still retains vestiges of machismo.

"Are there no men in Chihuahua?" read a headline on a blog on the Periodista Digital website.

But Valles Garcia believes what the job may need is a woman's touch.

"We are simply going to talk with them, with the people, with the families, giving them confidence so they will quit being afraid, so they can leave their houses," she told CNN en Español.

"We have hope that we are going to exchange fear for tranquility and security."

Latin? Hispanic? What's the difference? Actually Latino and Hispanic are not synonymous.

The word "Latin" comes to us from a tribe in early Italy called the Latins. The Latins lived in Latium whose capital city was Rome. Their language was called Latin.

According to the American Heritage Dictionary of the English Language, as Rome's Empire grew their language, Latin, spread throughout the Roman Empire later evolving into several "Romance" languages; Italian, Spanish, Portuguese, and French. People from these countries are referred to as Latin, their language is derived from "Latin". These languages are very similar as explained by Dr. Lorenzo LaFarelle, a Chicano Studies professor at the University of Texas at El Paso, the word for cave in Spanish is "cueva", in Portuguese is "cova", in Italian is "cava".

When the Romans invaded the Iberian peninsula they found a city already there called Hispalis (Seville). The name Hispalis appears to be derived from Greek since Hispalus is a mythical Greek hero. Later on the Romans annexed the Iberian peninsula making it a province named Hispania. The Romans spent seven centuries in Hispania leaving a legacy not only of language but of social and cultural characteristics such as family, language, and religion which tied Hispania to the rest of the "Latin" world forever. Sometime later the name evolved from Hispania to España. The word Hispania thus refers to the people and culture of the Iberian peninsula, Spain in particular. The term Hispano (Hispanic) later was used in referring to Spain and its subsequent New World - New Spain, conquered territories which covers most of Latino America. Hispanic thus refers to people whose culture and heritage have ties to Spain and, in the case of second and third generation Hispanic-Americans, who may or may not speak Spanish.

In the U.S. the term Hispanic (Hispano) gained acceptance after it was picked up by the government and used in forms and census to identify people with Spanish heritage. Hispanic is not a race but an ethnic distinction, Hispanics come from all races and physical traits. The term Hispanic is merely a translation of the Old World word Hispania (Latin) or Hispano (Spanish).

Latin America is a geographic location. People from Latin America are all Latin but not all are Hispanics. Brazilians speak Portuguese, which makes them Latin but not Hispanic. Dr. Lorenzo LaFarelle explained that in the 20's and 50's the term "Latin American" became very popular. Back then people of Mexican descent born in the United States preferred to be called Latin Americans since they were not actually born in Mexico, they felt the term Mexican did not exactly fit them. Besides that often the term Mexican was used with a derogatory note. In 1928 in the Corpus Christi - Laredo area a group of Hispanics spearheaded LULAC (League of Latin American Citizens) to help combat discrimination and prejudice and to help Hispanics acculturate.

Prior to Texas joining the Union, old Hispanic native families in Texas called themselves "Tejanos". After 1820 the Anglo population called themselves Texans and the term Mexicans was used for all Hispanics whether newly arrived or not.

The term "Chicano", is a more exclusive term used solely in reference to people of Mexican descent. Chicano was probably first used by the Conquistadores, explained Dr. LaFarelle. The original Mexican Indians were called Mexicas. That term was changed to Mexicanos by the Spaniards and probably the "me" was dropped and thus the term Xicanos or Chicanos was born. Sometime ago a popular and elite group of Mexican nationalist fighters called themselves "Los Chicanos" and the name was picked up in the 1970's by young militant Americans of Mexican descent to make a political statement. Although the term "Chicano" is an "old" word, explains Dr. LaFarelle, many elderly Hispanics of Mexican descent don't like it because the term had been used, long ago, as derogatory reference to Mexican peasants or peons.

Boricua is a term used exclusively for Puerto Ricans. The Taíno Indians called their paradise Borikén, the term Boricua derives from that.

So what are we? We, Spanish speakers or people of Spanish heritage are Hispanics or Hispanos. In the end it doesn't really matter much what we call ourselves - Latinos or Hispanics - said Dr. LaFarelle, "somos todos primos" - we're all cousins anyway. As Pray California Board Member Steven Johnson said to me today, in a simple, brilliant way with great compassion>>> "You cannot preach the Good News to a dead person." Pray California is stepping out in faith to bring the Sheriffs, Mobilization Missionary, Gang Expert/ LA agent, Movie Producer (who was on Glenn Beck), and the Founder here. One of our Board members put the airfare tickets on his credit card and another Board member (who is in the hospital, 3 strokes but doing well, PTL) put the hotel rooms for them on her card. Support the law enforcement community by using the SHERIFF prayer. Begin by praying for the Sheriff in each county (the county's highest elected law enforcement official) and then pray for ALL law enforcement personnel in the county.

Pray for your own county officials and for others as you drive.

The Lord is blessed by those whose chosen profession is to preserve law and order. We live in a land governed by the rule of law, where the role of government is to restrain evil. He gave us the Ten Commandments and His desire is for us to be governed by His laws in our hearts.

Praying people are AGAINST lawlessness. Let us shift to stand WITH those who preserve the rule of law.

Therefore I exhort first of all that supplications, prayers, intercessions, and giving of thanks be made for all men, for kings and ALL WHO ARE IN AUTHORITY, that we may lead a quiet and peaceable life in all godliness and reverence. I Timothy 2:1-2

PRINCIPLE OF CONCENTRATION

There is a principle of war called CONCENTRATION. We concentrate our focus at decisive points to win strategic battles that can turn the outcome of an entire war.

Winning the war on the border will protect your city, your county and your state.

PRAY INTO PEOPLE

We often pray for strategic answers to prayer, but when the Lord calls a man or a woman to step into that role (to be the answer to our prayer), we don't always support them in prayer. The Border Sheriff's Posse prays "into" people the Lord is using to shine light on the US/Mexico border crisis.

PUSH BACK THE BORDERS

Push back the borders is a law enforcement principle which teaches us that in order to protect our nation we must push out beyond our own borders to see what is coming. The Border Sheriff's Posse pays close attention to what is happening in Mexico to pray compassionately for Mexico and to protect the borders of the United States.

1. Cover your password with your hand

Hidden cameras are disguised so they can pick up your password. By protecting it, ATM thieves can't access your account.

2. Use familiar ATMs and limit your visits

ATMs in dimly lighted spots or used late at night could be more susceptible to fraud, while ATMs under video surveillance can be safer. Stay away from ATMs at retail stores or restaurants, adds Siciliano. Recently, skimming devices were found on ATMs in a popular grocery store in central Florida. Airports, convenience stores or kiosks are equally vulnerable to ATM thieves. Still, even highly trafficked ATMs outside a bank branch have been targeted by thieves.Also, try to limit your visits to the ATM. "With frequency, there's risk," says Siciliano.

3. Check bank balances frequently

Given the two-day window for reporting fraud, it pays to check your account frequently. If you don't report fraud within 60 days, you have unlimited liability. "Sign up for alerts and notice unusual withdrawals," says Vamosi. With credit cards there are more protections in place, and you can dispute charges."You have at least a billing cycle," says Siciliano.

4. Observe the ATM

Vamosi cautions consumers to look at an ATM to make sure a card slot is "legitimate and not tacked on." Look for things that strike you, he says. "Some people have felt that when they inserted their card, something went awry," he says. In that case, try another ATM.When protecting your account against ATM thieves, "it's all about awareness, paying attention and understanding risks," says Sicilano. The federal government’s default on its Constitutional obligations in Article 4, Section 4 of the Constitution has endangered the lives and property of United States citizens. In this Article, the federal government is obligated to protect the states from invasion and domestic violence. The high profile news coming out of Arizona highlights this federal failure all too vividly.

For historical reference, one should “Remember the Alamo!” It should be noted that Mexico took military action against American immigrants to remove them from Texas because so many Americans settled in Texas that they out numbered Mexicans. Mexico feared that its sovereignty was threatened because its citizenry was outnumbers by as much as 10 to 1 in that territory. It doesn’t take much of a stretch of the imagination to see that our border states are heading towards losing their sovereignty in the near future because of the hundreds of thousands of foreign nationals pouring across the Mexican border. In fact, groups like La Raza and the Atzlan movement have stated that their intention is to remove American rule from the Southwest and establish Mexican rule. Just like Hamas seeks the destruction of Israel and the establishment of a so-called Palestinian state in its stead, Mexico is complicit in an invasion of several sovereign American states by proxy and by actively aiding and abetting those invaders.

As if that were not bad enough, Mexican drug gangs are running rampant along our states’ southern borders. These thugs are armed to the teeth and are terrorizing, assaulting and murdering US citizens. They have effectively occupied large regions of state’s sovereign territory and created enclaves that even law enforcement cannot control; think autonomous regions in Afghanistan and Pakistan.

Despite the pleas of the states, the federal government has refused to repel this invasion or to quell the horror of the domestic violence perpetrated by Mexican invaders.

Remember that radical Islam was at war with us and it took 9/11 for our federal government to realize it. That is why this de facto state of war between the United States and the outlaw state of Mexico, and the federal government’s abject failure to live up to its constitutional obligations, leaves individual states little recourse other than to exercise every sovereign state’s inalienable right to self defense.

TUNNEL UNDER THE RIO GRANDE
Although border security personnel have located more than 100 tunnels along the US/Mexico border in CA and AZ, in late June a tunnel was discovered that stretched 130 feet under the concrete-lined Rio Grande from Juarez into El Paso. The first man-made tunnel in this area allowed smugglers to navigate the arteries of the 300 miles of storm drains to 19 openings on the riverbank.

CROSS-BORDER GUNFIRE HITS CITY HALL in the US/Tx
On June 29, 2010, just before 5 PM, seven bullets from a gunfight between members of a cartel and Federal Police in Juarez traveled a distance of 2800 feet to strike El Paso's City Hall.
One bullet crashed through a large glass window pane into the office of El Paso's Assistant City Manager where she was meeting with three other people. They immediately dropped to the floor and crawled out of the room.

This is the first acknowledged cross-border gunfire during the drug war that has engulfed Juarez and El Paso since 2008.

There are many U.S. citizens living between downtown El Paso and the border with Mexico who are extremely concerned about cross-border gunfire.

Cross-border gunfire has occurred on the U.S. side of the border before. Last September the University of Texas at Brownsville was closed for a weekend after a building and a parked car on campus were hit by bullets from a gunfight in Matamoros, Mexico. Hudspeth County, Texas has also been the site of cross-border gunfire.

Dear Mr. President,

Deadly violence from drug cartels and transnational gangs in Mexico is knocking on the United States' door with ever increasing frequency. Yesterday, gunfire from the cartels pierced that threshold and struck City Hall in El Paso. Fortunately no one was injured or killed. But that good fortune was not the result of effective border control - it was mere luck that the bullets struck buildings rather than bodies.

Luck and good fortune are not effective border enforcement policies. The shocking reality of cross border gunfire proves the cold reality: American lives are at risk. As the attached news article notes: "More than 1,300 people have been murdered in Juárez this year as a war continues relentlessly between the Juárez and Sinaloa drug cartels." Americans must be protected as this deadly war bulges at our border.

Law enforcement officials with the Texas Department of Public Safety and your own U.S. Customs and Border Protection will reveal the hard truth. Our state is under constant assault from illegal activity threatening a porous border.

The time for talk has passed. The time for action is now. The need is urgent. Each day that passes increases the likelihood that an American life will be lost because of the federal government's failure to secure the border.

This threat demands immediate and effective action by your Administration to secure our border. As the Attorney General of Texas, I urge you to make border security your top priority so that no more innocent lives are lost to border violence.

The program, would call on National Guard volunteers from Arizona, California, New Mexico and Texas, to perform surveillance, intelligence analysis, training and aviation support. The aid provided by Guard units would also consist in supplying ground troops to assist at border crossings and with land and air transportation, but they would not operate as law enforcement. The strategy could cost as much as $250 million.

The border deployment, dubbed "Operation Jump Start," officially ends Tuesday, although a handful of Guard troops will remain in San Diego until the end of August writing final "after-action" reports.

We need to reach out to pastors and leaders to impress upon them the importance of this issue. I read yesterday that a Hezbollah Terrorist cell was busted by Mexican policia in Tijuana. This is very serious and a threat to the nation. California has not been very supportative of this effort.

IT’S ALL ABOUT THE MONEY

The backdoor to our country is wide open while we are off fighting the global
war on terrorism. This has allowed more and more local and direct terrorists to
come in. The " it will never happen here" myth is just that ---it is already
happening.

The Border is still largely wide open and in many places unprotected making it
extremely vulnerable. The Federal agencies along the border are on over load and
often cannot respond to calls for assistance. Local agencies like the border
sheriffs get in trouble, called liars, fabricators and troublemakers by local
mayors and business people that have been affectionately called the Chamber of
Commerce lobby. They care more about the economies of the border than the
security of it. Many critics also exist in our federal government and are
constantly minimizing the situation to perpetrate their own version of events.

So what are the local law and state law enforcement agencies up against? To
begin with kidnappings have tripled and that's just the ones being reported.
Crimes such as home invasions, car-jackings and assaults are on the rise. Their
ability to defeat a foe that outnumbers and outguns them is limited. Now there
are incursions by Mexican helicopters and boats on Falcon Lake. The men in them
bearing assault rifles and own the lake once a destination for good bass
fishing. More and more criminals and OTM (Other than Mexicans) are being
arrested along the SW Border of the USA. Recently 23 Somalians were arrested in
Mexico and let out of Mexican Prison and are believed to have crossed the border
into the USA.

There is no "one solution" to this problem but one big part of the answer is to
fund state and local law enforcement and agencies along this border.

There is a major problem coming to Southern California. We have witnessed some
of it the horrifying pictures of bodies being pulled out of Acid Barrels in
Tijuana, Mexico, dismemberments and beheadings. Causing many from Mexico to come
over because they are just terrified and driven out of their country.

They would be considered refugees anywhere else.

One mother cried out, “The Government is lying to us. This is no way to live!”
Exactly right. Gunfire and Explosions were heard for months between Feb and
march of this year in Nuevo Laredo and Reynoso, Mexico. (These reports are
attached) Only God can redeem the corruption that breathes death in Mexico!

The ongoing war on drugs is all about the Spirit of Mammon. Cutting off the
financial arm of the cartels and gangs is critical to winning. We must offer
more target specific prayers and understand the border (sometimes referred to as
the frontier) culture in order to see progress made. The violence and corruption
are lesser spirit who serve the spirit of mammon. The current wars on the
Mexican side of the Border are all about turf, land and the corridors that run
their immoral and illegal products. These spirits use torment and intimidation
at level that is unprecedented at the Border. Because of that the boundaries are
gone and under siege every day. We cannot let fear dictate what happens on our
borders otherwise we let the criminals win. They have no conscience and no pulse
everything they bring promotes the cause of immorality and death. This IS good
vs evil in every sense of the word and has been since 1971 with President Nixon,
1984 President Reagan, 1992 President Bush, 1997 President Clinton and 2002
President Bush. The bureaucratic resistance and all talk no action has created
public insecurity, corruption at the highest levels, mass refugees and
Columbiazation of the Border Regions.

America is in three wars now, and the one that most threatens its domestic
tranquility is not the conflict in Iraq or the one in Afghanistan. It is the
drug war in Mexico that has been shaking that country to the core.

The U.S. funds both sides of this war. Its people pay for the drugs (mostly
marijuana, cocaine and heroin) that enrich the criminals, and for
law-enforcement officials trying to stop the traffickers.

It is impossible to stop an illicit business that creates fortunes in poor
countries. As long as the money flows, drug cartels will always be ready to kill
and to offer Mexican officials either bribes or death. (Their macabre saying is
“Silver or lead?”)

You have two choices in Mexico right now Silver or Lead.

Para-Military groups are on the rampage operating virtually unabated and
assassinating journalists, lawyers, policemen and judges!

The rain is coming… warning!

We are fighting drug and terror organizations along the border regions. We are
fighting a mentality not a country. There are no borders or countries in this
kind of war. Do we have the political will to fight such extremism? The only
method that worked was boots on the ground along with community watch groups. We
must begin to stand up to root out this kind of evil from crossing our borders
and hurting our people. These people exist for evil purposes, staying below the
radar at first and then expand their influence seeking out like minded people.
Then it is just a matter of proving that your way works in order to proliferate
the message and begin to mandate your way as the only way. They find weaknesses
and exploit them to dominate whole regions. They adapt very quickly and flourish
in regions with a lack of societal law. They are ruthless, intelligent and
engage in corruption at the highest levels even engaging in philanthropy like
the Mafia did in the 1920’s Chicago.

A Sheriff from Hudspeth County indicates they have already seen US Government
supplied equipment given to Mexico to fight the Drug War being used in the Drug
trade now. They have witnessed Humvees pulling out smugglers and rafts in the
water to protect their illegal trade across our borders. There are certain
crossings, International crossings that are currently unmanned and present a
bridge, a foot bridge built by America in the levees that even the Border Patrol
won’t go near. You can literally walk across the Rio Grande river now in most
places. The escalating violence, beheadings in Juarez Mexico all paint a grim
picture of the reality that America will face if it chooses to ignore this
problem. The violence will spillover while both Governments sit by and watch
needing to protect their already fragile economies.

A local pastor from San Diego, Pastor Jim Garlow, shared the following:

When a Texas Sheriff and President of the Southwest Border Sheriffs' Coalition,
finished his one-hour talk - complete with graphic photos, recordings, charts
and diagrams - I felt overwhelmed and sickened.

When I speak of the US/Mexican border problems, I am NOT referring to
undocumented people coming across the border. We have heard much about that
situation. I am speaking of something much more nefarious. I am referring to
criminal elements, coming across our border in large numbers.

There are strips of land on the U.S. side of the border that have been
surrendered to these cartels. I sat stunned as Sheriff showed pictures of men
who had been beheaded by cartel death squads that were trained or influenced by
Islamic terrorists. Among the criminal element crossing into the U.S. - into our
country - are Islamic extremists.

Both the Bush and the Obama administrations have turned deafened ears to the
cries for help from every Sheriff representing the 31 counties in Texas, New
Mexico, Arizona and California that share a 2,000 mile border with Mexico. This
is a spiritual issue. It calls for our voices and our prayers.

*Greetings!*

The signing of *Immigration bill SB-1070* has put Arizona in the middle of
the immigration controversy. *PRAY* for emotions to settle and for godly
wisdom, peace and reconciliation to come forth.

In Phoenix, Arizona we hosted the *Southwest Border Briefing* on May 1 which
was accredited for law enforcement training. Expert speakers presented
information on the issues of border-related crime, such as the rampant
kidnappings, drug smuggling, gang and cartel alliances. We had more than 40
officers from various agencies attend and also some interested pastors and
intercessors. We received overwhelmingly positive evaluations and gained
valuable relationships with knowledgeable experts in the field. All
participants want us to do another briefing, which we are planning for the
fall of this year.

*PRAY* for the wisdom of God regarding the topics and speakers for the next
*Southwest Border Briefing*. *PRAY* also for the establishment of a *First
Responders Border Prayer Network* (military, law enforcement, chaplains),
which we are beginning to see form.

For those who have not seen the *National Geographic *article on "Mexico's
Shocking New Saints" on page 54 of the May issue, check it out on-line. It
parallels a law enforcement video we have reviewed called the *"Patron
Saints of the Mexican Underworld"* by Robert Almonte. I highly recommend
both of these resources for illuminating your prayers. *PRAY* for the
uprooting of ungodly strongholds and for God's foundations to be restored at
the border.

We are in a 40-year war, primarily known as the "Drug War" that was launched
in the 60s. Illegal drugs fuel billions of dollars to cartels, gangs and
organized crime, and are *weapons of mass destruction* decimating the lives
of kids, families, marriages and whole communities. It is apparent for a
multitude of reasons that law enforcement and the military are not all
fighting together in this war. We need the strategies of God. We need a
spiritual war room and a natural war room in order to win this war. We need
God. *PRAY* for a spiritual war room and natural war room to be established
for the Drug War.

Let us continue to pray according to the 7 prayer points taken directly from
the Treaty (see the sidebar) with our eyes upon Almighty God, the author of
peace.

SELLS, Ariz. — An eerie hush settles in at sundown on the Tohono O’odham Nation, which straddles 75 miles of border with Mexico.

Few residents leave their homes. The roads crawl with the trucks of Border Patrol agents, who stop unfamiliar vehicles, scrutinize back roads for footprints and hike into the desert wilds to intercept smugglers carrying marijuana on their backs and droves of migrants trying to make it north.

By the bad luck of geography, the only large Indian reservation on the embattled border is caught in the middle, emerging as a major transit point for drugs as well as people.

A long-insular tribe of 28,000 people and its culture are paying a steep price: the land is swarming with outsiders, residents are afraid to walk in the hallowed desert, and some members, lured by drug cartel cash in a place with high unemployment, are ending up in prison.

“People will knock on your door, flash a wad of money and ask if you can drive this bale of marijuana up north,” said Marla Henry, 38, chairwoman of Chukut Kuk district, which covers much of the border zone.

The tightening of border security to the east and west, which started in the 1990s and intensified after the Sept. 11 attacks, funneled more drug traffic through the Tohono O’odham reservation, federal officials said, and especially more marijuana, which is hard to slip through vehicle crossings because of its bulk.

A record 319,000 pounds of marijuana were seized on the reservation in 2009, up from 201,000 pounds the previous year, along with small amounts of cocaine, heroin and methamphetamine.

Hundreds of tribal members have been prosecuted in federal, state or tribal courts for smuggling drugs or humans, taking offers that reach $5,000 for storing marijuana or transporting it across the reservation. In a few families, both parents have been sent to prison, leaving grandparents to raise the children.

“People are afraid that if they say no, they’ll be threatened by the cartel,” Ms. Henry said.

If residents of remote villages tried to call the police, she said, help might not arrive for two hours or more.

At the same time, some residents are angry at the intrusion of hundreds of federal agents, including some who stay for a week at a time on bases in remote parts of the reservation. The surge in agents who cruise the roads has meant more checkpoints and tighter controls on a border that tribal members, 1,500 of whom live in Mexico, once freely crossed.

The once-placid reservation feels like a “militarized zone,” said Ned Norris Jr., the tribal chairman, who also says the tribe must cooperate to stem the cartels. “Drug smuggling is a problem we didn’t create, but now we’re having to deal with the consequences.”

Many residents say they live in fear of the smugglers and hordes of migrants who lurk around their homes, and also of being subjected to a humiliating search by federal agents.

The elderly avoid the desert, even in the daytime, because they might stumble upon a cache of marijuana or drug “mules” hiding in desert washes until dark.

“We can’t even go out to collect wood for the stove,” said Verna Miguel, 63, who was traumatized three years ago when a group of migrants forced her to stop on a road, beat her and stole her vehicle.

“We’ve always picked saguaro fruits and cholla buds,” Ms. Miguel said, using such desert products for consumption and rituals. “But now we don’t dare do that.”

Until recently, the reservation’s international border was porous, defended by three strands of barbed wire. Over the last two years, it has been lined with metal posts and Normandy-style barriers to stop the trucks that used to barrel through and head for Phoenix.

Federal officials describe the rise in drug seizures on the reservation as a sign of growing success on what had long been a vulnerable section of border. Barriers and surveillance have forced most of the smugglers to enter on foot rather than in vehicles and spend hours or days sneaking through the reservation, making them more vulnerable to detection, said Agent Robert Gilbert, chief of the Tucson sector of the Border Patrol.

But the large busts, here and elsewhere on the border, are also a measure of the continued trade and profits reaped by the cartels.

“The cartels use the profit from marijuana to purchase cocaine in Colombia and Peru and the ingredients for meth and heroin from other regions,” said Elizabeth W. Kempshall, special agent in charge of the Arizona office of the Drug Enforcement Administration. “So marijuana is the catalyst for the rest of the drug trade.” READ MORE
